The only compiler I have personally used with cygwin is from Absoft. It is
likely that Intel's compiler would work as well; my understanding, however,
is that for Windows you need *both* the Intel compiler and Microsoft's
compilers as well. In any event, you will probably need to know enough about
Unix/Linux/cygwin to track down and fix simple glitches in the installation
procedure.
