Yes, you are correct. I'll fix bugfix 12.
This is analogous to the error fixed by bugfix 1.
The trend here seems to be declare where used. This is sound software
engineering which is supported by C++ (aka the better C :),
and it is very encouraging that Amber is moving in that direction.
