Hi Vijay,

Did you download and install Amber tools? These are needed since they
contain all the netcdf configuration stuff which is what it looks like you
are missing below.

You could also try without the -static since I don't think there is such a
thing as a statically linked binary under cygwin. The other option is to try
specifying -nobintraj to skip the netcdf compilation if you don't need
support for binary trajectory files.

Remember to make clean each time before recompiling with the new option.
