Has you installed any "cctools" on this 10.3.9? Try installing this
ftp://gcc.gnu.org/pub/gcc/infrastructure/cctools-590.36.dmg .

Yes, normally upgrading the OS helps. Just don't upgrade to 10.5 just
yet, since there are not many people having tested things on 10.5 at
this point.
