Ah, this we never actually test. The ifort configure target should use ifort
for all the Fortran code but gcc/g++ for all the c/c++ code. Since all the
performance critical code is written in Fortran it doesn't make sense to
require both icc and ifort - since technically you'd need to buy both of
them.

So you'd have to manually edit the config.h file to use the Intel c compiler
which is why this is not tested. It is useful to know though.
