I installed every cygwin package.

colby_at_Drco ~/amber9/exe
$ ./xleap
Error: Can't open display:

colby_at_Drco ~/amber9/exe
$ export DISPLAY=hostname:0.0

colby_at_Drco ~/amber9/exe
$ ./xleap
_X11TransSocketINETConnect: Can't get address for hostname
Error: Can't open display: hostname:0.0

colby_at_Drco ~/amber9/exe
$ export DISPLAY=149.125.255.77:0.0

colby_at_Drco ~/amber9/exe
$ ./xleap
Error: Can't open display: 149.125.255.77:0.0
