This error has been noted before, e.g.:

The post here indicates that using the GNU m4 package will help:

You might also be sure that you have bugfix.39 installed, since that should
also fix the problem (presumably without having to install GNU m4). [Of
course, as a new Amber user, you should istall all the bugfixes (in
bugfix.all) before installing, if you have not yet done so.]
