This roughly means that the system cannot start up any new processes. The
error has nothing to do with Amber. It could be that you have lots of
"runaway" or "zombie" processes on your machine, in which case a simple reboot
might help. If this is a machine shared by many people, it may not be
configured to handle the load it is being asked to shoulder.
