leaprc.ff94 should be in $AMBERHOME/dat/leap/cmd, same place as leaprc.ff96.
They should be automatically found. You need to try to see why leaprc.ff96
works, but leaprc.ff94 doesn't. Make sure your $AMBERHOME variable is set.

Can you give the specific error message?

> mem.in and hicu files not found.

These files are in $AMBERHOME/examples/pcy. You need to copy them to your
working directry.
