Hi,
the parm file description can be found under:
http://www.amber.ucsf.edu/amber/formats.html

I don't know if that is of much help, but -for a start- simply
have look at e.g. parm94.dat, parm96.dat or parm99.dat

getting a detailed description from
the (prm-)top file alone is possible (using the info supplied by the URL
above) but quite cumbersome.
